Scoring Methodology: Projects are scored against the criteria defined in the Orange County Prioritization Factors Report (Final Draft, 8/4/26). Each program type scores out of 100 points using weighted factors. Relative factors (KSI rate, crash frequencies) are normalised within each program type — scores may update when new projects are added. LOS is determined per the FDOT QLOS Handbook v6.0 (Aug 2025).
